Rebecca Noecker will discuss the development of an innovative approach to Early Learning in Saint Paul and connect with Rotary International's pillar of education and literacy.
Rebecca grew up in St. Louis Park and earned her bachelor’s degree in Social Studies from Harvard. Prior to joining the Council, she taught middle school science, worked at education nonprofit organizations, and served on the board of the West Side Community Organization and the St. Paul Planning Commission.

In 2015, Rebecca became the first woman to represent Ward 2 on the Saint Paul City Council. Her priorities are supporting kids and families, equitable economic development, affordable housing, resilient infrastructure and safe neighborhoods.  

Rebecca lives with her husband Shane and their sons, Whitman and Fitzgerald, on St. Paul’s West Side.
